The Book of Laws

Edition note: Independent English rewriting for English-language readers; mechanics and development claims have been checked.

In Frostpunk, the center of the city is not a palace or a monument. It is a coal-fired generator. Homes must be built around it in rings, and the farther a household stands from the heat, the sooner the cold reaches it.

You lead the people who arrive at this crater. Yet the leader has no body. You never eat, freeze, fall ill, or lose a limb. The citizens endure those things. You endure the possibility that the city will collapse and that they will remove you from office.

Both pressures are real. They do not occur in the same body.

A signature without a person

The game places a Book of Laws on your interface. Its pages begin empty. You choose a law, wait through a cooldown, and choose again. A signed law cannot simply be unsigned.

The book offers forks and sequences. Children may receive shelters or be put to work. The dead may be buried in a cemetery or stored in a snow pit. Scarce food can be stretched into soup or mixed with additives. Medical care may use extra rations or overcrowded facilities. Emergency shifts unlock extended shifts rather than forming a neat moral pair.

These choices are not perfectly symmetrical, and the humane option is not always useless. Child shelters can train future helpers; cemeteries can sustain hope. But the harsher option often produces the resource you need now, while transferring its cost into illness, discontent, hope, or death.

The game does not force your hand across the screen. You can leave the book closed. The weather will continue without waiting for your innocence.

The disturbing fact is that bad laws work

Child labor is not presented as an evil choice with an obviously better alternative. It puts additional bodies into gathering posts and workshops when one missing shipment of coal can stop the generator.

That is why the decision is difficult. A moral option that also guarantees survival would ask almost nothing of the player. Frostpunk makes the gain concrete before asking what the gain has cost.

It also changes the perspective from which the cost is seen. The captain watches two large bars: Hope and Discontent. If hope falls too far or discontent rises too high, the city can expel its leader. These bars do not measure whether everyone is warm, fed, or healthy. They measure the population’s relation to your rule.

This is less a caricature of management than an accurate picture of its field of vision. From the position responsible for hundreds of people, citizens appear as labor, consumption, capacity, and consent.

Names beneath the bars

At the same time, every citizen has a name. You can open a household and see who lives there, where each person works, who is sick, and who belongs to whom. A death notification does not say only that the population has fallen by one. It tells you who died.

The game therefore gives you two incompatible views at once: aggregate bars and particular names.

The names cannot be governed one by one. Your buttons change the ration for everyone, the shift for everyone, the law for everyone. One person may live because of the policy and another may die, but the interface rarely lets you choose between them directly.

This is how the position trains the person sitting in it. After enough hours, the bars become easier to see than the lives beneath them. Eventually an action may harm one named citizen without moving any important total. The danger is not that you cease to know the name. It is that the name no longer appears at the scale on which you have learned to decide.

Based on 11 bit studios’ 2018 Frostpunk and its original scenarios, including A New Home and The Fall of Winterhome; later expansions are outside the scope of this series. Full spoilers throughout.
