Every Law Solves the Last Law

Edition note: Independent English rewriting for English-language readers; mechanics and development claims have been checked.

Suppose you authorize child labor because the generator needs coal. Production rises. So does discontent.

Now you require a second tool—not for the cold, but for the reaction produced by the first tool.

The Order branch offers many such instruments: neighborhood watch, guard stations, patrols, propaganda, prisons, foremen, informants, and eventually a New Order. They do not form one perfectly straight ladder. They branch and unlock one another. Yet moving deeper through the branch makes public response increasingly manageable.

The problem created by the solution

During an actual playthrough, a new law easily presents itself as the answer to what the previous decision left behind. Child labor answers a shortage of workers. Watchtowers answer falling hope. Guards answer protests. Patrols and prisons answer discontent that has become difficult to manage by ordinary improvements.

The point is not that the first law mechanically causes every later one. The point is that earlier choices alter the situation in which later choices are judged. Before discontent rises, a prison looks gratuitous. Once your rule is in danger, it can look responsible.

This is more precise than the usual slippery-slope warning. A slippery slope predicts that doing A may tempt someone to do B. Frostpunk lets A help produce the conditions under which B becomes reasonable.

No change of character is required. The captain need not become cruel. The question placed before the captain has changed—and some part of that change came from the captain’s own signature.

Power rewards its user

Each new instrument also makes the game easier. Watchtowers reduce how closely you must monitor hope. Patrols lower discontent on demand. Prisons can remove a group of people from the workforce and quiet the city. The late laws are so effective that players sometimes describe them as built-in cheats.

This matters because coercive power does not advance only by threatening its holder. It advances by relieving the holder.

The time saved can then be spent on good things: better housing, more efficient technology, rescue expeditions, medical capacity. A harsher law may become entangled with lives genuinely saved by the attention it freed. Isolating the law from those gains becomes psychologically difficult even when the costs remain real.

A sentence on a wall

After prisons are established, an event may report that someone has written a protest against them. You can order the guards to arrest the writer or leave the message alone.

Before the prison existed, the sentence was only a sentence. Now it appears as an item awaiting administrative treatment. An institution has been built, and the world begins presenting it with objects it knows how to process.

The quietest detail is that refusing to arrest the writer costs almost nothing. The city does not collapse. The game does not punish mercy with a dramatic surge of discontent.

If you order the arrest, necessity is no longer the whole explanation. The button was available, and pressing it made a number easier to manage.

The next expansion of power does not begin with another law. It begins with news from a dead city.

Based on 11 bit studios’ 2018 Frostpunk and its original scenarios, including A New Home and The Fall of Winterhome; later expansions are outside the scope of this series. Full spoilers throughout.
