The Discipline of Unseeing

Edition note: An independent English essay on The City & the City. Full-book spoilers.

Unseeing is not blindness. A driver must register an Ul Qoman car well enough to avoid it while refusing to let that car become an acknowledged participant in Besźel traffic.

The skill is physical, immediate, and learned so early that an adult can experience obedience as perception itself.

A wall separates space; unseeing separates response

A wall says the other person is elsewhere. Crosshatching places the person nearby and commands that nearness not matter. Residents hear engines, glimpse clothes, and feel crowds while editing each signal by civic membership.

That edit shapes ordinary possibility. You cannot ask someone from the other city for directions, react to a frightened face, or build trust through repeated minor contact. When an emergency comes, there is no habit of cooperation to draw upon.

The arrangement is powerful because each moment appears small. No single averted glance looks like the author of two cities, yet the border is renewed through all of them.

Breach rules most effectively when it cannot be located

Residents know that an overt violation may bring Breach, whose agents can appear suddenly and remove a person from ordinary life. They know far less about procedure, surveillance, appeal, or proportional punishment.

Uncertainty expands the rule. If nobody knows which degree of attention crosses the line, safety lies in avoiding more than the law may strictly demand.

Both governments benefit. They can outsource their most difficult shared boundary to a force imagined above politics, rather than learning how to negotiate the common ground directly.

Seeing again requires more than permission

As the case moves between jurisdictions, Borlú must notice Ul Qoman vehicles and buildings with increasing precision. Once legally inside Ul Qoma, the same coordinates suddenly fill with what he was trained to discard.

A decree ordering everyone to look would not undo that training. Bodies remember punishment, public services lack habits of cooperation, and yesterday's forbidden attention could become tomorrow's evidence.

Borlú's work with Ul Qoman detective Qussim Dhatt offers a smaller route. They exchange evidence without pretending their institutions or assumptions have merged. New attention becomes sustainable through specific, reviewable relations—not by replacing one command to ignore with a new command to see.
