During the pursuit, an attacker occupies the other city's space. Borlú sees the threat, aims, and fires across the civic boundary he has spent a career enforcing.

The action may save lives. It is also breach. The mysterious institution appears and removes the inspector from the ordinary identity in whose name he acted.

A good reason does not make the boundary disappear

Borlú cannot wait for a legal transfer while someone is being attacked. His intervention has a defensive purpose, unlike the predation he is investigating.

Yet he cannot say that a detective's worthy goal gives him a private exemption from the world everyone else must obey. An action can be justified under urgency and still require an account afterward.

Breach uses his violation rather than simply pardoning it. He can now perceive both cities at once, a capacity valuable to the organization that controls precisely that impossible position.

Orciny is not the third city people wanted

Mahalia believed in Orciny because two visible cities had already proved reality could be deliberately hidden. David Bowden, whose old theory of the third city had collapsed, used her hope to make his error seem active in the world.

When she recognized the fraud and prepared to expose it, Bowden killed her. His theory became a private state: evidence was welcome only while it obeyed, and the person who could revise it had to be silenced.

The investigation finds no secret utopia outside Besźel and Ul Qoma. The desire for a pure third place can itself become a way to avoid the compromised work of changing relations where people already live.

Breach sees both cities and still has a location

Borlú ends inside Breach, moving through spaces other residents must sort apart. That does not make him a neutral observer above civic life. His new organization has force, secrecy, habits, and its own interest in preserving the border.

Standing between systems can expose what each excludes. It can also become a permanent claim to judge both without being judged by either.

Borlú's final position is therefore not liberation into complete sight. He has lost the city, job, and public life from which he began. He can now connect evidence across the division, but must ask who can question the connector. The novel's last city is not hidden between the first two. It is the uneasy political space created whenever someone sees both—and accepts that seeing more still does not place him nowhere.
