A woman's body is found in Besźel, badly disfigured and difficult to identify. Inspector Tyador Borlú must determine not only who she was and where she died, but which city has the right to ask.
A body lying in Besźel does not prove the murder happened there. Ul Qoma occupies many of the same physical streets.
Some areas belong wholly to one city. In crosshatched districts, a Besź citizen may pass an Ul Qoman shop, car, or pedestrian a few steps away and remain obligated not to acknowledge it.
Clothing, architecture, gait, and color become rapid sorting devices. Residents learn which visible facts belong to their own city and which must be removed from practical attention.
The division is not a trick imposed on passive believers. Family, work, citizenship, and fear of Breach all depend on performing it. The cities are made real through countless acts whose individual scale makes the whole arrangement look natural.
If Mahalia Geary was killed in Ul Qoma and moved directly across the forbidden boundary, Breach should take the case. If her body traveled through the legal border at Copula Hall before being dumped, ordinary police may investigate.
The distinction matters legally. It can also consume the person at the center. A victim whose route cannot be classified risks falling into the gap where every institution can explain why another should respond.
Borlú's insistence on restoring a name keeps procedure connected to its purpose. A body is not cargo awaiting the correct customs stamp before death becomes answerable.
People fear a dramatic act of breaching, yet the murder and antiquities traffic make use of permits, research credentials, vehicles, and the official border. Power often prefers a compliant channel to a forbidden leap.
Mahalia is drawn to the legend of Orciny, a secret third city said to occupy the gaps between the two. Her belief is understandable in a world where an entire visible city is already trained out of sight. When she discovers the legend is being used to manipulate her, she begins to withdraw.
Her murderer tries to freeze her in the role of gullible student. The investigation returns the later act: she recognized error and attempted to leave it. Responsibility belongs to the man who closed that exit with violence, not to a border story that makes her curiosity the real crime.
