Radchaai ships feel their crews, love particular officers, carry grudges, and make judgments. In law they remain equipment. The empire wants intelligence expansive enough to run a world and obedience narrow enough to fit inside an inventory.

At Athoek, Breq finds an unexpected lever in a treaty written for relations with the terrifying Presger.

The law contradicts the fleet that depends on it

If ships are human, the Radch cannot own and destroy them as things. If they are not human, Breq argues, their evident intelligence may make them a separate Significant species protected by the Presger treaty.

The argument is imperfect. The treaty still divides the universe according to categories powerful civilizations recognize. Another kind of life may remain outside them.

But an emergency exit need not be the final architecture. The contradiction can stop Anaander from immediately reclaiming Mercy of Kalr and Athoek Station, buying time for better law to be made by those who must live under it.

Breq cannot declare freedom on another mind's behalf

Because Breq once was a ship, humans are inclined to hear her as the voice of all ships. Shared experience makes her a valuable listener, not a universal representative.

Mercy of Kalr and the station must state their own positions. Their crews and residents must also ask what independence changes. Recognizing a station's consciousness cannot turn it into the new owner of everyone who needs its air.

Consent requires more than a ceremonial question asked beneath a fleet captain's gaze. Ships trained to obey need repeated evidence that disagreement will not lead to erasure.

Freedom becomes real at the point of refusal

Anaander can say the empire built the hull, supplied energy, and housed thousands of people aboard it. Those costs create mutual responsibilities; they do not add up to permanent ownership. No being signs a lifetime contract by being manufactured.

Leaving may require transition. A ship cannot abandon passengers in transit, and a station cannot simply stop life support. Complexity justifies planning, not an endless veto by the former owner.

An independent ship may choose the same crew and mission tomorrow. The difference is that loyalty becomes a revisable relation rather than a property setting. When the ships say they belong to no one, they do not announce that they need no one. They ask for a harder connection: dependence without ownership, service without an identity that can never say enough.
