Translator Zeiat arrives after Dlique's death and treats familiar objects as puzzles. Food, bodies, names, and diplomatic categories no longer sit still when she asks what humans mean by them.
Her confusion is often comic. It is also the reason the Radch must explain itself at the moment an imperial fleet is approaching Athoek.
Zeiat speaks human languages, but shared words do not give her shared background. Calling something a person or a ship does not settle why one may be owned and the other may not.
Breq has to argue rather than point to custom. Ships were built, yes; they also remember, prefer, answer, and refuse. “We have always classified them this way” becomes visibly inadequate before a listener who never inherited the classification.
Explanation is only useful if an affected voice can change the rule. A longer command is not dialogue. Zeiat's questions matter because the Presger relation gives consequences to contradictions humans normally ignore.
Anaander's factions see the station, its gate, and its ships as assets in a civil war. Breq possesses military trust, imperial knowledge, Tisarwat's access to Anaander's memories, and Sphene's ancient experience. Crisis gives her the ingredients of a new center.
She uses force to stop seizure without claiming the station as her kingdom. The aim is limited: Athoek should not have to select an owner in order to survive.
Restraint does not mean Breq makes no decisions. She commands in battle and may be wrong. It means emergency power must be explained, handed onward, and unable to silence the ship or residents who later decide she is the problem.
The confrontation produces a local settlement, not the end of Radchaai civil war. Other systems remain vulnerable, tea workers still face local hierarchy, and the new status of artificial minds will be challenged.
That incompleteness is not nothing. Mercy of Kalr can refuse an emperor without being destroyed; Sphene can accept shelter without becoming Breq's weapon; residents gain time in which politics is not merely a choice between fleets.
The trilogy ends without giving Breq the empire because an empire is the wrong shape of victory. Justice, sword, and mercy are released from one ruler's definitions and returned to people, ships, and stations that will argue over them. Freedom appears not as a flawless constitution, but in the moments when power could close the future and, for once, stops short.
