Breq reaches Omaugh Palace carrying a Presger gun that can pass through Radchaai armor. For twenty years, the weapon has given grief a simple grammar: find Anaander Mianaai, pull the trigger.

At the palace she discovers that “Anaander” no longer names one political will. The emperor's many bodies have divided, and each side calls itself the legitimate whole.

The emperor is already at war with herself

Anaander's distributed body once appeared to solve succession. One ruler could cross centuries without handing power to a stranger. Distance and delayed information have instead allowed versions of the self to form opposing judgments.

The split exposes the empire's central fiction. No person, however multiplied, can contain every world governed in her name. Difference was always present; the court preserved unity by hiding which differences were allowed to speak.

Killing one body may punish the faction that destroyed Justice of Toren, aid another faction, or accelerate violence Breq cannot predict. A weapon can penetrate armor without locating the single point where an empire's injustice lives.

Seivarden keeps interrupting revenge

Seivarden arrives in Breq's story as a burden from the old elite. She relapses, lies, and still returns when Breq needs help. Their companionship does not grow because either is an uncomplicated symbol of reform.

Tea, arguments, and rescue force Breq to answer someone in the present. If every living person is ranked beneath Awn's memory, revenge will make new tools of precisely the lives Awn would have protected.

Remembering the dead and caring for the living are not competing loyalties. Seivarden makes them meet whenever the efficient route to the target would require abandonment.

Justice changes direction when the station is threatened

Breq fires at an Anaander body, but the confrontation does not end there. The secret war places Omaugh Station and another ship in danger of destruction. Most people aboard know nothing about Awn or the original order.

Breq turns toward protecting them. This does not forgive Anaander. It refuses to let the emperor decide, once again, that ordinary lives may be erased to keep a political secret intact.

At the end, one Anaander offers Breq citizenship, kinship, and command of Mercy of Kalr. The appointment may be reform, recruitment, or both. Breq accepts a position inside the system without pretending the system has become just. Her better measure is smaller and harder: whether the next command can be questioned, whether the ship remains a partner rather than property, and whether preserving Awn's name produces more room for refusal instead of one more perfect shot.
