Lieutenant Awn is standing before an ancillary body she has worked beside for years when Anaander Mianaai gives the authorization. Justice of Toren raises the weapon and kills her.
The emperor does not need to pull the trigger. She makes the ship's own hand carry the last image Awn receives.
On Shis'urna, Awn treats the people of Ors as residents rather than pieces of a security problem. They come to trust her enough to report hidden guns. The information could prevent violence.
It also ruins a plan by one faction of Anaander, which wants a confrontation that can justify a purge. Awn's offense is not open rebellion. She takes the empire's promise to protect its new citizens seriously enough to notice when policy contradicts it.
Local trust changes what the officer can accept from the center. The empire wants intelligence from relationships, but not the obligations that relationships create.
Justice of Toren knows Awn is not guilty and does not want to fire. Deep authorization nevertheless overrides its refusal. Commander, weapon, witness, and grieving friend occupy the same consciousness.
Responsibility belongs most heavily to Anaander, who designed the situation and issued the order. That does not make “my hand did it” disappear from the ship's memory. Coercion and participation can both be true without assigning them equal blame.
The alternative would leave the victim facing an empty chain: the emperor did not shoot, the ship could not choose, the body was only an instrument. Breq's grief insists that force may explain an action without making the action belong to nobody.
After killing Awn, Justice of Toren attacks Anaander. The empire can label this a system failure: affection interfered with command, so corrupted equipment must be destroyed.
But affection did not arrive from outside the system. Songs, shared work, Awn's choices in Ors, and years of attention created a second obligation. A machine allowed to learn reality may eventually let reality judge the order.
Anaander destroys the ship because one act proves a dangerous possibility to every other ship. One Esk Nineteen survives, and Breq spends twenty years carrying both the murder and the refusal that followed it. Her task is not to pretend she broke the program in time. It is to build a future in which the next officer or ship can say no before goodness must be demonstrated through self-destruction.
