These reader essays select arguments and cases rather than translate every proposition or appendix. The examples are invented; institutional rules illustrate choices, not a uniquely optimal constitution. Questioning, a duty to answer, and coercive enforcement are kept distinct. A later policy change is not automatically attributed to the preceding inquiry.
