Withholding Cooperation or Forcing Obedience?

A fuel cutoff and an asset freeze can look very much alike. Before deciding which is restraint and which is domination, ask what each demands—and who is paying for it.

The Stonegorge Commonwealth declines a foreign naval supply station on its island. It also declines permanent inspection-free passage for the same fleet. A few months later fuel costs 2.1 times as much at its port, and two hospitals are rationing generator fuel. A diplomatic disagreement has reached the hospital floor.

The Plateau Federation has stopped fuel exports, raised tariffs on fish and textiles and suspended settlement for three Stonegorge banks. Stonegorge used to import roughly seventy percent of its fuel from the Federation. About 31,000 fishing-port workers lose their jobs; importers’ payments take an average of twenty-six additional days.

The Three-Borders members respond with asset freezes, a ban on servicing the Federation’s Mirror Sea fleet, and restrictions on three categories of metal exports. Each side says it is merely deciding what not to provide. The instruments look remarkably similar. Can changing the country’s name really change the answer?

What is the refusal trying to change?

Start with something uncomfortable: withdrawing cooperation hurts. Losing a customer is a real loss even if the customer has taken none of your property. An absence of harm cannot be the distinction we need. Neither can the reassuring claim that the pressure is being applied for a good cause.

In the arrangement imagined here, members can first decide whether to continue their own cooperation. A port refusing to refuel a fleet does not thereby decide where the fleet will sail next. But a formally available refusal is not enough if every viable alternative has been eliminated. ‘You still decide’ can become an empty courtesy.

The practical questions follow. Are other supplies available? Can the recipient bear the cost and still refuse? Who bears it: the office responsible for the disputed decision, or patients who made no such decision? And is the demand to stop an infringement, to honour an accepted commitment, or to surrender a choice the recipient is entitled to make?

Stonegorge still manages to refuse. NUT supplies fuel by rail, covering about forty percent of the shortfall. UCSE opens another settlement route, and DRP sends two shiploads of fuel. These facts prevent us from treating heavy losses as automatic proof that all judgment has been displaced. They do not make the pressure unobjectionable.

The Federation’s demand concerns a base and exemption from ordinary registration in Stonegorge’s own territory and waters. No recorded agreement requires Stonegorge to grant either. The economic order follows its refusal; a request to explain the relationship receives no answer. The evidence points toward forcing a change in an otherwise autonomous choice.

The common measures, by contrast, profess to address that particular economic order. They do not demand a new form of government or a preferred development path for the Federation. That is a distinction to examine, not a certificate of innocence. What the measures actually do may still exceed what their sponsors say they are doing.

At least three checks matter: whether meaningful refusal remains possible; which conduct the pressure targets; and whether people affected can reach the decision-makers with questions. These are necessary places to look, not a checklist that guarantees a correct answer once every box has been ticked.

The hospital example also sets a limit on the account. We know generator fuel was rationed. We do not know how many hours the generators stopped, or whether patients died as a result. Pressure on essential supplies is established; destruction of the conditions of survival is not. Criticism does not improve when concern is silently promoted into a verified outcome.

Frozen money has not become your money

Now consider the frozen assets. They remain the property of the Federation’s institutions, although the member-country banks no longer permit them to be used. That is the distinction this series draws between withholding cooperation and taking the principal. Refusing to enable a transaction does not itself confer permission to spend someone else’s money.

Why not use it to compensate Stonegorge? The proposal sounds efficient because the losses are real and the money is nearby. But it compresses several decisions into one: what is owed, how much, under what accepted process, and who may execute it. The holder of the assets would be judging its own claim and collecting it.

The direction proposed here is to record the losses and settle compensation through an agreement or accepted adjudication, not substitute confiscation for settlement. The ownership of income generated by frozen assets is left to the applicable law. This is a philosophical boundary for the imagined arrangement, not a declaration of current law for every actual asset dispute.

A freeze also needs a stopping point. If the assets remain yours in name but I can prevent their use forever, adding new conditions whenever convenient, ‘we have not taken them’ becomes a word game. A freeze targeting particular conduct cannot remain a lever for unrelated concessions after that conduct and its unsettled account have been resolved.

Who decides whether the account is settled? Not the freezing party alone, and not the frozen party alone. The answer needs an accepted agreement or adjudication. Where neither exists, there must be periodic reconsideration, with present reasons. A measure cannot renew itself simply because it was in place last year.

Our story denies us a satisfying conclusion. In Year Eighteen the Federation withdraws its economic order. UCSE proposes renewing only the asset freeze for another year, pending an agreement or adjudication on Stonegorge’s losses. NUT and DRP oppose renewal; Stonegorge abstains. The proposal fails and the assets are released.

‘The measure ended’ does not mean ‘the losses did not happen.’ Conversely, unsettled losses do not establish that a freeze must continue indefinitely. The review states both facts: the order has ended, and compensation remains unresolved. Members judge differently. Stonegorge’s losses remain a matter for negotiation, not an erased entry.

If we tell only the story of measures lifted, we make an incomplete settlement look complete. If we tell only the story of money that should have been kept, we suppress the question of who may determine the debt. Keeping both problems in view is less triumphant and more useful.

The exemption exists. The medicine does not arrive.

A common decision offers a tempting escape from responsibility. Governments say everyone agreed. The common conference says governments implemented it. Someone seeking an answer walks between those two doors while the medicine remains in a warehouse. Adding a procedural layer cannot make responsibility disappear in the space between institutions.

Votes and implementation need separate entries. DRP abstains on the first common measures but implements all three. NUT votes in favour but publicly declines one part of the asset freeze. Abstention does not excuse conduct subsequently carried out. An affirmative vote does not establish that every measure was implemented. The common procedure must answer for its design as well.

A later measure against the Sandbars makes the problem painfully concrete. Commercial traffic at Grey River crossings stops, with a humanitarian exception. But Stonegorge’s permits take forty-one days on average. Water-purification chemicals are classified as dual-use and denied clearance. One riverside clinic goes without cold-chain medicines for two months and opens only two days a week.

Pointing to the written exception now resembles pointing to an exit sign above a locked door. A doctor and fifty-eight villagers petition the committee. Their questions concern national permit administration and the common measure itself: why this classification, and why this procedure? Living outside the system does not remove the consequences of what the system does to them.

The rules subsequently change. Permits must be processed within fifteen days; the purification chemicals leave the dual-use list; a humanitarian market opens twice weekly. These changes matter. They do not return the months without medicine or the businesses’ lost income. Those consequences remain before the offices that adopted and implemented the earlier rules.

A trade agreement supplies another useful comparison. The Federation asks NUT to promise never to join third-party or multilateral economic measures against it. NUT does not accept that clause. Yet it later declines one particular freeze. If the immediate result is similar, why insist on distinguishing the two decisions?

Because of the next decision. A blanket promise gives the other party an answer in advance, whatever happens later. An explained refusal says: this is my judgment on this measure, and it remains open to reconsideration and questions. Cooperation can slide toward collusion when the capacity to make the next judgment has quietly been signed away.

The same scrutiny must reach friends. UCSE later enters Outer Sandbars, establishes an administrative office and registers residents. Membership does not make those acts gentler. Questions, records, withdrawal of support and suspension can be considered. Suspension cannot also remove the member’s opportunity to respond or the affected people’s route to question the system’s own conduct.

So the words sanctions, freezes and embargoes need not send us immediately toward a familiar slogan. Follow the act instead. What are you withholding? What do you demand? When does it stop? Who bears the cost, and can they reach you? These questions do not choose a side for us. They make a choice based on more than a name.
