How a Bag of Flour Gets Through Sanctions

Oil could be sold, but its revenue went through an escrow account. Food could enter, but a life requires more than food. Following the route to an Iraqi kitchen raises another question: what route led back from the kitchen to the decision?

The first food shipments under the Oil-for-Food Programme reached Iraq in March 1997. Its name suggests a short transaction: oil goes out, food comes in. Between those movements lay an international arrangement deciding how a country could use part of its own export earnings.[1]

Oil sales had to be authorized. Revenue passed into a UN-administered escrow account. Applications for supplies went through the relevant procedures before goods could arrive and be distributed. This was not simply a consignment of donated grain. The programme was principally financed by the sale of Iraqi oil.[3]

Following a bag of flour along that route opens several questions. Who allowed it through? Who controlled the money? Who was responsible for delivery? And what route could someone travel in the other direction, from a difficulty at the kitchen table back to the decision shaping it?

Food reaching a household matters. A household being able to initiate examination of the arrangement affecting it is another achievement. Neither should be used as a substitute for the other.

A decision addressed to states enters daily life

The account cannot begin with Iraq only as the recipient of sanctions. Iraq invaded Kuwait in August 1990. On 6 August, the Security Council adopted Resolution 661 under Chapter VII of the UN Charter, imposing trade and financial restrictions to secure withdrawal and restore Kuwait’s legitimate authority. The invasion belongs in any account of the pressure that followed.[2]

The resolution contained exceptions for strictly medical supplies and, in humanitarian circumstances, food. It was not a text prohibiting every medicine and every meal. But an exception on paper is not yet access in practice. Money, permissions, transport and usable facilities lie between a permitted supply and someone being able to benefit from it.[2]

States implemented the restrictions through the transactions, territory and transport they could control. That does not make the international decision merely decorative. Its force reached people through national action. Equally, the common origin does not remove the need to examine what a particular implementing authority actually did.

The arrangement has to be read in both directions. What did the common decision require? What did each implementer add, permit, delay or refuse? Responsibility becomes harder to locate when every part can describe itself as only one link. That is a reason to trace the links, not a reason to give up.

After the 1991 war, a UN inter-agency mission warned of an impending humanitarian catastrophe. Iraq’s government declined the limited oil-sale proposals offered that year. Resolution 986 established Oil-for-Food in 1995; implementation arrangements were agreed in 1996, and oil exports began that December. Food followed in 1997.[3]

Those intervals were not empty time. A programme eventually starting does not show that earlier needs were met promptly. Iraq’s refusal of earlier proposals also cannot be removed to make the history a sequence of choices made entirely by outsiders. Each party’s decisions must stay available for examination.

Economic pressure can have a serious rationale when a state has invaded a neighbour and doing nothing is unacceptable. It can also be proposed as an alternative to further military action. Yet the absence of bombing from a particular measure does not establish an absence of costs. Whether pressure exists and who mainly bears it are different questions.

Food is necessary; a life needs more

The programme joined controlled oil revenue to humanitarian imports. Its delivery arrangements differed by region: the Iraqi government implemented the programme under UN observation in the centre and south; the UN implemented it in the three northern governorates. Treating every distribution as the act of one undifferentiated institution loses the actual division of work.[3]

Even within a supply programme, approval, funding and arrival are different stages. The UN’s 2003 summary distinguished approved contracts, goods delivered, and supplies still in production or transit. It also described dependence on oil prices and export conditions. A contract approval cannot be counted as food already available to eat.[1]

Nor was approval organized identically throughout the period. A new procedure in 2002 sent contracts containing Goods Review List items to the sanctions committee, rather than continuing the earlier circulation of most humanitarian supply contracts. The system changed over time; one fixed picture of its paperwork will not explain the whole history.[1]

These differences determine what an improvement can mean. A faster approval can help without solving a funding gap. Funds can exist without goods having arrived. Goods can arrive without every other service needed for their use being restored. Each step deserves its own account of what happened.

Rations helped people sustain their lives. Their value does not vanish because they were supplied within a sanctions regime. Yet a person is not a column of calories waiting to be filled. Obtaining a ration and earning enough to choose an adequate diet are different ways of living, even when both prevent immediate hunger.

A September 2003 FAO/WFP assessment distinguished the availability of food from households’ capacity to obtain it. Supplies in markets or domestic production did not ensure purchasing power. Its account discussed war, sanctions, drought and economic deterioration together. It is evidence of interacting pressures, not an instrument for assigning every deprivation to one cause.[4]

There is no need to choose between appreciating a delivery and asking why reliance on deliveries became so extensive. The first recognizes work that helped. The second keeps the conditions of life open to scrutiny. Aid can have real value without answering every question about the system in which it is needed.

Recovery also reaches beyond an import ledger. Water, electricity, health services and income connect to one another. More food can be indispensable without repairing the whole network. Calling that limitation to attention is not a refusal of assistance. It is a refusal to report the unfinished parts as complete.

An argument should not depend on an unreliable number

Child mortality became one of the most influential and contested parts of the sanctions debate. A 2000 article by Ali and Shah, based on the 1999 surveys, reported a substantial increase in childhood mortality in central and southern Iraq during the period following the Gulf conflict and under sanctions. That was an influential contemporary conclusion.[5]

In 2017, Dyson and Cetorelli compared later household surveys and found that they did not support the earlier picture of a large, sustained rise. They argued that the 1999 centre/south data had been manipulated. This is a serious research challenge, with authors, evidence and a date—not a judicial finding that an essay can silently treat as a verdict.[6]

The historical account therefore cannot rest on repeating a spectacular total of children said to have died because of sanctions. Nor can the later critique be handed backward to people making decisions in 1991. Evidence changes what can responsibly be claimed now; it does not give everyone in the past the same knowledge.

Rejecting an unreliable estimate does not establish that economic restrictions, war damage or hardship never existed. Conversely, establishing hardship does not calculate the share of each loss attributable to sanctions, destroyed infrastructure, government choices or other conditions. Refusing false precision should make an inquiry more demanding, not make responsibility disappear.

Without borrowing a vast number, a more specific question remains. Could someone receiving a ration initiate an independent examination of how the comprehensive restrictions affected that person? To ask this is not to presume that every claim would succeed. It is to ask where a claim could be considered.

The resolution and supply procedures cited here provide for state reports, applications, review and payments. Applications for humanitarian imports were submitted through permanent or observer missions and UN agencies. These arrangements did not establish a personal damages tribunal in which an ordinary resident could litigate the injury attributed to the comprehensive sanctions themselves.[2][7]

That is a narrower claim than saying that nobody could speak. Researchers investigated, agencies reported, and governments could press for changes. Public expression and advocacy can matter. But someone else reporting a hardship is not the same as the affected person being able to initiate a procedure empowered to address a particular request.

Nor should a later delisting procedure be inserted into this history as if it had always offered every resident an exit. A population living under comprehensive trade restrictions is not a collection of named entries on a counterterrorism list. Removing one name and reconsidering the effects of a trade regime are different institutional tasks.

The Kadi companion follows the other problem. A more targeted restriction may reduce some broad costs while concentrating coercion on a named individual. That makes the question of why this person was chosen more urgent, not unnecessary. Targeting is not itself proof that the target is right.

The two essays do not describe a straightforward ascent from bad sanctions to good ones, or a proven single causal path of institutional evolution. They examine different measures and different routes to review. Who can bring a question, before whom, and with what possible effect? The answers have to be found rather than supplied by the label.

A bag of flour reaching a household is a real achievement by people who enabled it to arrive. But the kitchen table need not be the end of the route. The person sitting there can still ask why life has taken this form, which restrictions remain necessary, who will examine the reasons, and who can change the decision.
