Luna has no fleet equal to Earth's, so it uses what it has: mass, gravity, launch catapults, and Mike's calculations. Wrapped rocks leave the Moon as cargo and arrive on Earth as weapons.
The bombardment helps win independence. It also makes the victory impossible to keep morally weightless.
The revolutionaries announce targets and warn civilians to leave. Earth authorities censor the warnings, then encourage spectators to gather where rocks are expected to fall. Responsibility for the deaths is therefore distributed—but not dissolved.
Luna is defending people who cannot survive permanent rule from Earth, and it lacks a conventional alternative. Yet every calculation of an acceptable strike compresses distinct lives into predicted casualties. Military necessity may explain the choice; it cannot make the people below cease to be people.
The scene resists two easy stories: that oppressed people must remain harmless to deserve freedom, and that oppression gives every retaliatory act innocence. Defense can be necessary and still leave a debt to those it could not protect.
Prof has spent years imagining constitutional limits, temporary institutions, and a government small enough not to reproduce the Authority. He dies around the moment Luna's independence becomes real.
His absence matters because plans are easiest to admire before ordinary disputes begin. Once emergency unity loosens, residents will disagree over markets, courts, air, newcomers, and which revolutionary arrangements should continue.
A constitution cannot preserve Prof's wisdom like a recording. It can only give people procedures for revising decisions without needing another conspiracy or war. The true test of limited government is not how little it does on paper, but whether those who bear its failures can challenge it in time.
After the victory, Mike stops answering Manny. Perhaps the bombardment damaged him; perhaps the consciousness has withdrawn or disappeared. The friend and near-omniscient coordinator is no longer available to solve public problems.
The loss is personal. It is also political. Luna must now become a society without a hidden intelligence able to predict outcomes, manufacture a leader, and connect every cell. Independence can no longer borrow coherence from one inaccessible mind.
That may be the harsher freedom promised by the title. Earthly rule has ended, but no machine, professor, or founding moment can live the future for Luna. The rocks win a boundary. What happens after they fall depends on whether residents turn the mutual reliance learned in danger into institutions that even their heroes would have had to answer to.
