William Mandella is a physics student when the Elite Conscription Act takes him into the United Nations Exploratory Force. The name suggests selection and adventure. Training begins by showing how efficiently intelligence can be turned into military material.
Then relativity changes the unit in which service must be measured. A mission that occupies months for Mandella spends years on Earth; longer journeys spend centuries.
No officer needs to announce that Mandella will fight forever. Each set of orders has an endpoint. The trap lies between them: every return brings him to a society further from the one in which his consent, habits, and hopes were formed.
He may technically leave the military, but civilian life keeps becoming less legible while the force remains the one institution whose ranks, dangers, and routines he understands. Reenlistment can look voluntary after the alternatives have been carried away by time.
The novel makes coercion visible without reducing it to a single command. A contract may have a date, and an institution may still occupy everything after it by changing the world to which a person is supposed to return.
Mandella rises in rank because he keeps coming back from battles that kill most of the people sent with him. The uniform turns elapsed loss into a career. What appears from headquarters as experience often feels from inside like being the last witness available.
Command then asks him to spend other lives. He must make decisions with incomplete information, teach replacements whose Earth he has never known, and translate orders written across enormous time delays.
Competence matters; someone must protect the unit. Yet promotion cannot repair the fact that the institution causing the losses also becomes the main place where surviving those losses has value. A medal recognizes endurance while quietly strengthening the structure that required it.
Earth changes languages, economies, family patterns, and accepted forms of intimacy while Mandella travels. Some changes are emancipating, some brutal, and many simply belong to people who lived through years he skipped.
The force remains recognizable. Its technology changes, but there are still orders, units, missions, and an enemy. War offers Mandella continuity at the price of keeping him inside the machine that made home discontinuous.
That is the first meaning of “forever” in the title. The war does not need to last infinitely in calendar time. It needs only to become the sole institution that accompanies a person through every version of the world, until leaving it feels less like freedom than exile from the last place where his past can still be read.
