Edition note: An independent English essay on Infomocracy. Full-book spoilers.
The election is supposed to compare governments across one hundred thousand-person districts. Instead, hints of war make fear part of every policy choice.
Then the information system fails. Votes, campaigns, and public trust no longer break at the same point or repair at the same speed.
A local platform must persuade centenal by centenal. A military threat lets a party speak to the whole world at once: choose us, or face danger divided.
The threat may be real, manipulated, or both. Either way, preparedness, rumor, and partisan advantage become difficult to separate. The incumbent can call continuity safety; the challenger can turn anger into mobilization.
Elections should not simply pause whenever leaders invoke danger. Emergency measures need public evidence, multiple authorization, fixed duration, and protection for campaigning that does not become a security offense.
Running the vote again may be the least harmful response when the first count cannot be trusted. It gives citizens another valid channel instead of letting an uncertain result harden into government.
But voters have now seen violence, allegations, and the institution's failure. Some campaigns have lost money or organizers; some people may be displaced or afraid. The second electorate is not the first one restored.
The rerun therefore needs more than identical ballots: disclosure of known failures, equal renewed access, independent observation, and a way to challenge both the result and the remedy.
Victory after crisis does not authorize using the crisis to expand power. A government chosen in fear should be especially limited in claiming that fear as approval for its entire program.
Mishima's loyalty must remain directed toward the public function of Information, not its reputation. Ken's political ideals must survive the possibility that his side benefits from imperfect conditions.
Democracy is not proven by producing a clean winner at the end of the novel. It is proven when institutions can admit that an election failed, conduct another without calling doubt treason, and continue revising the machinery after the banners come down.
