Then Players Learned to Use It

Edition note: Independent English rewriting for English-language readers; mechanics and development claims have been checked.

Search for advice on flipping a city through Loyalty in Civilization VI, and the result is a practical list. Settle populous cities nearby. Assign governors and policies. Use a spy to foment unrest. If you founded a religion, alter the religious pressure affecting the city. Surround it with your own centers of population.

The number that represents whether citizens want to remain under one civilization becomes a tool for acquiring the city on behalf of another.

A visible will becomes a target

The transformation does not require malicious players. Strategy games teach players to read every visible number, identify its sources, and move it toward an advantage.

If a quantity can be displayed, it can be measured. If it can be measured, it can be optimized. Loyalty therefore becomes not only an acknowledgment of resistance but a dial that someone else can turn.

This is not an exploit. Population pressure, espionage, religion, governors, and policy cards belong to the designed rules. The game explicitly gives players means to change what its citizens “want.”

The logic of the Free City

At zero Loyalty, a city revolts and becomes free. If the Free City later loses its own Loyalty, it seeks to join the civilization that exerted the greatest pressure during its independence.

Mechanically, the rule is coherent. The strongest surrounding pressure likely comes from the civilization whose cities, people, and culture are closest.

Read in ordinary language, it produces a harsher sentence: a failed independence ends by joining whoever pressed most strongly on the independent city.

The system has room for refusal, but its model of what follows is still organized by competing external claims.

From global happiness to local amenities

The series has repeatedly redesigned its internal checks on expansion. Civilization V used a powerful global happiness system that made every new city a burden on the whole empire. Civilization VI moved much of the pressure into local Amenities and let population pressure among nearby cities stabilize dense clusters.

The restriction did not disappear. Its shape changed, and many common strategies in the later game again reward broad, closely packed expansion.

This history matters because the number representing internal resistance is also a balance parameter. Designers adjust it to produce multiple viable strategies and an enjoyable pace. Players learn to budget it as a cost and weaponize it against rivals.

None of these actions is corrupt in the context of game design. Together they reveal a limit: once “their willingness” becomes a calculable variable inside someone else’s system, the variable remains vulnerable to being minimized, manipulated, and retuned.

The game first creates a place for refusal because strategy requires it. It then demonstrates how quickly a system can convert refusal into another instrument of control.

Centered on Civilization V (2010) and Civilization VI (2016), with earlier installments noted where relevant; Civilization VII is outside the scope of this series. Full spoilers for game systems.
